Introduction:
The Fulbright Scholarship or Fulbright Program provides grants for educational purposes to students, research scholars and professionals. This scholarship assists students to pursue graduation courses, conduct advanced research and teach in universities and schools. The United States Senator, J. William Fulbright was the brain behind this novel idea of scholarship program, which basically aims at speeding up the process of exchange of ideas, culture and education between the United States and other countries.
Established in 1946, the Fulbright Scholarship is currently operational in 144 countries across the globe. The United States Department of State, Bureau of Educational and Cultural Affairs (the Bureau) sponsors the Fulbright Program. In association with the Council for International Exchange of Scholars (CIES), the Bureau administers the Fulbright Scholar Program for faculty as well as professionals.
Fulbright Scholars from both the United States of America and visiting countries are involved in lectures and research activities in a wide variety of subjects, which include music, journalism, urban planning, business administration and zoology among others.
Funds for the Fulbright Program are provided by the United States Congress on a yearly basis to the Department of State. Governments in other participating countries also contribute financially by providing funds for the scholarship through indirect methods such as cost sharing, waiver of tuition fees, housing facilities etc.
The J. William Fulbright Foreign Scholarship Board, appointed by the President of the United States, is ultimately responsible for selection of those students who are privileged to receive the scholarships, worldwide.
The various programs under the Fulbright Scholarship are as follows:
- The U.S. Fulbright Scholar Program :
Through this program, approximately 800 scholars and professionals are sent each year to more than 140 countries for conducting research or delivering lectures on a variety of subjects.
- The Visiting Fulbright Scholar Program :
Under this program, scholarships are awarded to foreign scholars inviting them to come to the United States for delivering lectures or conduct post-doctoral research.
- Pre-Doctoral Fellowships
:
Under this scheme, scholarships are awarded to U.S. as well as foreign graduate students and senior graduates. Many American students study abroad with full or partial aid from this scheme. Similarly, foreign students study in American Universities through the aid of this program.
- The Fulbright Teacher Exchange Program :
Through this program, teachers at the elementary, secondary and higher secondary levels abroad get an opportunity, under an exchange agreement, to teach in U.S. schools. Similarly, U.S. teachers also get a chance to teach students outside their country.
- The Hubert Humphrey Fellowship Program :
Initiated in 1979, this program aims to provide established professionals from developing countries, an opportunity to study for a year in the United States. Selection is done on the basis of the ability of these professionals to provide leadership in the areas of public administration, public health, public policy analysis, development of agriculture resource, management etc.
- The College and University Affiliations Program :
This program aims to build a link between the universities in the U.S.A. and the foreign institutions through the exchange of teachers and professionals. The areas of study covered under this program are social sciences, humanities, business administration and the arts.
- Fulbright –Hays Foreign Area and Language Training Programs :
Under this program scholarships are awarded to American students individually or to American institutions for providing assistance in research and training. The focus is on non-western foreign languages and world area studies.
